The
House Workforce and Talent Development Committee passed a proposed
constitutional amendment on Wednesday aimed at simplifying the disciplinary
procedure for civil service workers.

5677 cleared the committee along party lines with a vote of 9-5.
The resolution would amend the Constitution to allow department heads to
discipline or dismiss an employee for negative conduct that affects the
department’s ability to accomplish it’s duties in a professional manner. The
bill outlines the same principle, described as “just cause”. The legislation
additionally details the employee appeal process.
