"Opening Day" for Michigan 96th Legislature

Members of the Michigan Senate and Michigan House of Representatives were sworn in Wednesday and while official business in the Senate will have to wait a bit as committees are organized and caucus retreats take place, the House quickly made their presence known on Thursday.

The air in the Capitol Wednesday was filled with the hopes of a fresh start and more cooperative atmosphere, as Senators and Representatives joined family and friends for ceremonies and receptions, including the availability of Governor Rick Snyder in the Capitol ceremonial office.

New Senate Majority Leader Randy Richardville (R-Monroe) called upon the Senate to be “statesmen and stateswomen” as they conduct their business, encouraging “dignity and respect” among members – something many contend was lacking under the former Senate leadership of both parties. Noting that details regarding the Senate Republican’s policy agenda would not be released until after next week’s Caucus retreat and Governor Snyder’s State of the State Address, Richardville clearly pointed out the short-term pain expected to be felt by all would achieve long-term gains for Michigan.

House Speaker James “Jase” Bolger (R-Marshall) did not lack substance in his opening remarks for the 96th session of the House, making mention of specific agenda items and calling for his House colleagues to show courage and accountability. Speaker Bolger called for a 48-month limit on welfare benefits to able-bodied adults, the completion of a 2-year budget by June 1st and the ever-popular elimination of the Michigan Business Tax (MBT). Much of his words were put into action the next day as the House Republicans introduced 85 bills, some Constitutional amendments and released details on the Caucus’ agenda for the coming session. As promised, House Bill (HB) 4001, introduced by Rep. Kurt Heise (R-Plymouth Township) repeals the 21.99 percent surcharge on the MBT.

New Jobs for Familiar Faces

The Snyder Administration and other offices continue to announce the appointments and hiring of many familiar faces.

Former Senator Jason Allen will serve as the Senior Deputy Director for Veterans Affairs in the Department of Military and Veterans Affairs. The new Legislative Liaison for the Department of Community Health will be former Senator Tony Stamas and former Lt. Governor John Cherry’s once-Chief of Staff Leslee Fritz has been appointed CFO for the Department of Civil Rights. Long-time legislative staffer (most recently Chief of Staff to then House Minority Floor Leader Dave Hildenbrand) Frank Raha III was named Advisor to the State Transportation Commission for the Department of Transportation and Attorney General Bill Schuette announced that former Senator Alan Cropsey will take the Legislative Liaison post in his office.

Potential New Gaming Establishments Discussed

The Sault Tribe of Chippewa Indians has taken steps towards a potential casino in Romulus, next to the Pinnacle Raceway. After adopting the “Romulus Plan” at a Board of Directors meeting, the Tribe was required to mail ballots to all members following the filing of a petition to overturn the Board’s action. The plan would require Congressional and U.S. Department of Interior approval.

The long-discussed possibility of a casino in downtown Lansing has also resurfaced as Lansing businessman Ted O’Dell will be seeking the 5,000 signatures necessary to place the issue on the ballot in August. The Lansing proposal would require approval by many Federal and State officials before moving forward.

Former Appeals Court Judge Brian Zahra Named Supreme Court Justice

Detroit-native and former Michigan Court of Appeals Judge Brian Zahra was appointed Justice of the Michigan Supreme Court by Governor Rick Snyder to fill the vacancy left by Justice Maura Corrigan who resigned to serve as the Director of the Department of Human Services.

Zahra, 51 and from Northville Township, is a graduate of Wayne State University and the University of Detroit Law School. Mr. Zahra was first appointed to the bench in 1994 when then Governor Engler named him to the Wayne County Circuit Court. He was then appointed to the Court of Appeals by Engler in 1999.

In other news from the Michigan Supreme Court, current Assistant U.S. Attorney and Thomas M. Cooley Law School professor Matthew Scheider was named Legal Counsel and Chief of Staff to the Court.

Cox Joins Dykema
With a planned focus on health care law and commercial litigation, former Michigan Attorney General Mike Cox will be going to work for Dykema Gossett. Cox will be primarily located in the firm’s Detroit office, also keeping hours in Lansing.

AG Schuette Files Motion to Remove Clarke
Michigan Attorney General Bill Schuette filed a motion in the Court of Appeals to have recent Granholm District Court Judge Appointee Hugh Clarke removed from the bench. Citing the 1983 Supreme Court decision in Kelley vs. Riley as precedent, Schuette argues that Judge Clarke could hold his position until only 12/31/2010 – the end of Judge Amy Krause’s term to which he was appointed to serve.

Changes to Michigan Department of Agriculture
Under an Executive Order signed by Governor Snyder, The Department of Agriculture will become the Department of Agriculture and Rural Development on March 31st. The Ag. Commission, with new Snyder appointees Diane Hanson and Bob Kennedy, will have their policy direction powers restored under the Order.

Public Relations Firms Merge
John Truscott, Press Secretary and Communications Director for former Governor John Engler, and Kelly Rossman, an official from the administration of former Governor Jim Blanchard announced the formation of Truscott Rossman, to be located in the Boji Tower. The Truscott Group, founded near the end of the Engler Administration, and the Rossman Group, founded in 1988, will begin operations as the new entity immediately.
