House and Senate Open New Session
The
House and Senate both opened session this Wednesday with swearing-in
ceremonies attended by large numbers of family, friends, supporters
and other guests.
In
the House, State Representative Kevin Cotter (R-Mt. Pleasant) was
officially, and unanimously elected Speaker of the House on a 109-0
vote (Representative Jim Townsend of Royal Oak was absent from
voting). The House also unanimously re-elected House Clerk Gary
Randall and adopted House
Resolution 2
appointing Representative Tom Leonard (R-DeWitt Township) as Speaker
Pro Tempore and Representatives Ray Franz (R-Onekama) and Laura Cox
(R-Livonia) as Associate Speakers Pro Tempore.
Much
the same took place in the Senate as both newly elected Senate
Majority Leader Arlan Meekhof (R-West Olive) and Minority Leader Jim
Ananich (D-Flint) gave floor speeches. Further, Senate officers were
unanimously elected: Senator Tonya Schuitmaker (R-Lawton) as
President Pro Tempore, Senator Margaret O’Brien (R-Portage) as
Assistant President Pro Tempore, Senator Hoon-Yung Hopgood (D-Taylor)
as Associate President Pro Tempore, and Jeffrey Cobb as Secretary of
the Senate.

This
week, Senate Majority Leader Arlan Meekhof released a full list of
the members of every Senate committee and Senate Appropriations
subcommittee for the next four years.
Mr.
Meekhof had previously announced the Chairs of the standing

New Changes in LARA Leadership
Director
Mike Zimmer of the Department of Licensing and Regulatory Affairs
(LARA) announced a change in leadership roles this past Wednesday.
Former
LARA Deputy Director Kevin Elsenheimer will now serve as the
department’s Chief Deputy Director. He will continue to serve as
the Director of Workers’ Compensation Agency in addition to his new
responsibilities, of which include overseeing the department’s
Freedom of Information Act Office, Office of Regulatory Reinvention,
Michigan Liquor Control Commission, Office of Policy and Legislative
Affairs, and Michigan Administrative Hearing System.
Shelly
Edgerton is currently the LARA Deputy Director and has newly been
named the Chief Data Systems Officer. In her positions, Edgerton
acts as an executive liaison between LARA and organizations such as
the Department of Technology, Management and Budget and will also
oversee the Bureau of Employment Relations, Bureau of Heath Care
Services, Bureau of Corporations, Securities and Commercial
Licensing, and the Bureau of Construction Codes.
Al
Pohl will continue to serve as Chief Financial Officer and Director
of Finance and Administrative Services but has also been named a
Deputy Director as well. With this position, Pohl will now be
responsible for the oversight of the Bureau of Fire Services,
Michigan Occupational Safety and Health Administration, and the
Bureau for Blind Persons.
Lastly,
the former senior executive assistant deputy director Karen Towne
will now serve as the senior executive assistant director and
continue her duties as the emergency management coordinator for the
department.

Senate
Minority Leader Jim Ananich (D-Flint) appointed Senator David Knezek
(D-Dearborn Heights) as the newest Democratic Caucus Finance Chair. A
former State Representative, Senator Knezek is currently the youngest
member of the Senate at age 28, and is the only member to have served
in the Iraq War.

Named Chief Auditor
Budget
Director John Roberts announced Monday that Jeffrey Bankowski will
head the Office of Internal Audit Services in the Department of
Technology, Management and Budget. Bankowski currently serves on the
Board of Directors for the Detroit Institute of Internal Auditors and
is “excited to join the ranks of public service and lead the office
responsible for providing internal audit services to the executive
branch.”

Gains New Visiting Fellow in Corrigan
The
American Enterprise Institute (AEI) announced on Monday that they
have appointed former Department of Human Services Director Maura
Corrigan as a Visiting Fellow for the group. Working part time in
Washington D.C., Corrigan will be acting as a liaison between federal
and state-level leaders to better educate them on issues and
developments regarding social services practitioners and federal
social welfare policy, respectively. She will also be conducting
research and writing on child welfare, child support, food
assistance, and disability issues, a statement said.
