As expected, the new Administration of Governor Rick Snyder continued to take form this week as several key leadership roles were announced. Below is a summary of the week’s actions:
As speculated, Supreme Court Justice Maura Corrigan is the next Director of the Department of Human Services, also serving as group executive for the “People” group, which will include the Department of Civil Rights, Education, Community Health and DHS. Governor Snyder’s former campaign manager Jeff Barnes has been appointed Deputy Chief of Staff and will serve as group executive for the Public Safety group under Governor Snyder’s “super cabinet” structure. At the huge Department of Energy, Labor & Economic Growth, Governor Snyder has asked current acting Director Andy Levin to remain on a temporary basis as his Administration continues discussing structural changes. Previously reported Budget Director John Nixon will be the Director of the Department of Technology, Management & Budget. Major General Gregory Vadnais will be the new Adjutant General and Director of the Department of Military and Veterans Affairs, replacing the 2003 Granholm appointee Major General Thomas Cutler. Major General Vadnais retired from the military in 2005 after a career of more than 30 years. Current Civil Service Commission Deputy Director Janine Winters will serve as State Employer replacing Sharon Bommarito. Former Senator Patricia Birkholz (R-Saugatuck) will be Director of the Office of the Great Lakes, replacing outgoing Director Ken DeBeaussaert. Birkholz was the most recent Chair of the Senate Committee on Natural Resources & Environmental Affairs. Previously reported Director of the Department of Community Health Olga Dazzo will also serve as acting Director of the Office of Services to the Aging. Oversight of the Worker’s Compensation Appellate Commission will be the responsibility of former House Minority Leader Kevin Elsenheimer (R-Kewadin). Former Senator Tony Stamas (R-Midland) has joined the Department of Community Health as legislative liaison. Although not official, considerable speculation exists regarding former Senator Jason Allen (R-Traverse City) finding employment within the Department of Military & Veterans Affairs. Finally, in his first Executive Order, Governor Snyder once again split the Department of Natural Resources and Environment into the Department of Natural Resources and the Department of Environmental Quality effective March 13, 2011. Attorney General Bill Schuettee Continues Healthcare Challenge
Newly sworn-in Michigan Attorney General Bill Schuette renewed Michigan’s challenge to “Obamacare” by signing onto the suit filed in the US District Court in Florida. With a ruling expected in the somewhat near future, Michigan is one of 31 parties (30 total states and the National Federation of Independent Business (NFIB).
The case, challenging the constitutionality of forcing citizens to purchase insurance, is similar to a case filed by the State of Virginia that already received a ruling favorable to the State. Hundreds Celebrate New Year, New Hope
Festivities were held throughout New Year’s Day surrounding the Inauguration of Governor Rick Snyder. Starting with the public swearing-in ceremony under unusual bright skies and near Spring-like temperatures on the Capitol steps, the day’s events concluded with over 1,000 people dancing at Michigan State University’s Wharton Center in East Lansing.
Governor Snyder gave a relatively brief speech, as did Lt. Governor Brian Calley, Attorney General Bill Schuette and Secretary of State Ruth Johnson. The Governor then met citizens at a public receiving line in the Capitol, and hosted a reception for newly elected legislators and other officials before moving to the evening gala. PAAdvisory Briefs
Former Representative Kate Ebli Passes
After a renewed bout with cancer, former State Representative Kate Ebli (D-Monroe) passed away January 2, 2011 at 52. Ebli had represented the 56th House District in Monroe County for two terms, most recently as Chair of the House Tax Policy Committee. Visitation is today from 2-8PM at Rupp Funeral Home in Monroe. Funeral service is at 11AM Saturday (1/8/11) at St. Michael’s Church in Monroe. Congressman Rogers Makes Key Staff Changes US Congressman Mike Rogers has promoted Andrew Hawkins to Legislative Director, Diane Rinaldo to Policy Advisor, Meghan Drenan to Legislative Assistant, Shannon Brown to Legislative Correspondent and Pat McGlone to Staff Assistant. Mary Carpenter will be the new Scheduler and Office Manager and former Rep. Pete Hoekstra’s longtime Communications Director, Dave Yonkman, will serve as Mr. Roger’s Communications Director. Legislative Director Mike Ward, Press Secretary Sylvia Warner and Office Manager Margarita Valdez have departed. Justice Young to Lead Court Originally appointed to the Michigan Supreme Court in 1999 by former Governor John Engler and after winning the statewide election in 2002 and, most recently, in 2010, Justice Robert Young was elected Chief Justice by his colleagues on January 5th. State of the State Address Scheduled During only his fifth day on the job, Governor Rick Snyder surprised most insiders by announcing the date of his first State of the State address – the earliest in more than a decade. Former Senate Leader to Join Law FirmAlthough neither confirmed nor denied, most media outlets have reported that former Senate Majority Leader Mike Bishop (R-Rochester) will be joining the law firm of Clark Hill.
