Glimpse at Some Departmental Budgets

The appropriations process was moving along swiftly prior to the Legislature’s departure for spring break, and promises to return to activity when the House and Senate return to the Capitol next week. During the last week of March, many departmental budgets were passed from House and Senate Appropriations Subcommittees.

The Senate Appropriations Transportation Subcommittee reported the transportation budget to the full Appropriations Committee totaling $3.46 billion – over $130 million more than the current fiscal year and $10 million more than Governor Snyder proposed. The difference; however, is the Governor’s plan included $119 million in general fund appropriations to ensure federal matching funds were secured. The Senate Subcommittee reduced the general fund amount to just $23 million and replaces it with $96 million in state truckline funds through Senate Bill 351.

The transportation budget is Senate Bill 963.

The full Senate Appropriations Committee passed the Department of Corrections budget, Senate Bill 951, prior to spring break – a roughly $2 billion measure. The budget is more than $65 million lighter than that which was recommended by Governor Snyder, and $17 million less than the current fiscal year. The majority of cuts came from continued privatization of functions, such as food service, and the elimination of nearly 600 non-officer positions.
